There are a whole bunch of these racist signs along Arizona Avenue between Chandler Blvd and Pecos which seem to be intended to keep Mexicans from seeking work along Arizona Avenue.
The signs say:

No Stopping 4:00 A.M. To 9:00 A.M. |
Note that is 4:00 A.M. to 9:00 A.M, like 4 in the morning to 9 in the morning.
With that in mind the signs are definably not there to control congested traffic, there ain't many people on Arizona Avenue at 4 in the morning other then Mexicans looking for work and contractors looking to hire them.
The only possible reason the royal racist rulers on the Chandler City Council put up the signs was because they wanted to run all the Mexicans out of town.

Here is an article from the Arizona Republic where the city of Chandler is using the lame excuse of urban redevelement to run all the Mexicans out of their neighborhood which is along Arizona Avenue where these racists signs are.That neighborhood is pretty much between Arizona Avenue and the railroad tracks, or Delaware Street and from Frye Road on the north to Pecos on the south.
